The draft Trade Union (Deduction of Union Subscriptions from Wages in the Public Sector) Regulations 2017, implement new arrangements for check-off for public-sector employers.

Where a contract of employment or collective agreement contains arrangements for check-off, the arrangement can continue only where the trade union meets the administrative cost in respect of making the deductions and workers have the option to pay their trade union subscriptions by other means.

 

DOCAS (Deductions Of Contributions At Source) more commonly known as “check-off” is the accepted system by which employees have their trade union subscriptions deducted by their employer through payroll and the employer then pays those contributions over to the relevant trade union(s). There are rules around the operation of such a scheme including how the employee gives permission for the deductions to be made and how they renew this permission at set periodic intervals.
