Scaffolding was considered a semi-skilled craft and scaffolders were paid as such. That was in the 1960s. Since those accident-prone days in the construction industry we have seen a raft of legislation brought in by successive governments, from the 1974 Health & Safety at Work Act to the 2005 Work at Height Regulations.
